Champions of the notion that higher education plays an increasingly important role in shaping the state’s economic and social future have much to celebrate in the two-year state budget proposal Ohio Gov. John Kasich released recently. Sound ideas — such as allowing community colleges to award some four-year degrees, and expanding high school students’ ability to earn college credits — signal that Ohio plans to do more to encourage postsecondary education success, building on the reforms that have been implemented in recent years. Now, it’s time for Ohio to take one more step.
