2006 grants announced 

Indianapolis – Lumina Foundation for Education awarded $5.3 million in grants in the first half of 2006 to help students gain access to and achieve success in higher education.  A total of 45 grants will fund organizations in 20 states and the District of Columbia to support research, expand student services, hold public policy convenings, and replicate models that have successfully shaped educational access and success.

“As the spotlight on higher education demonstrates a critical issue facing the nation, Lumina Foundation is committed to funding educational opportunities to build better lives and a stronger nation,“ said Martha D. Lamkin, president and chief executive officer of Lumina. “We must tackle this issue with energy to eliminate barriers for students who want to pursue – and complete – higher education.”

The 45 grants approved since January are listed below by state:

ARKANSAS

Arkansas Department of Higher Education (Little Rock) – $4,400 to conduct planning for a 2007 College Goal Sunday in Arkansas.

CALIFORNIA

Education Sector (San Francisco) – $91,800 to design and promote a new system of student-focused, rankings.

Institute for the Study of Family, Work and Community (Berkeley) – $59,900 to disseminate the report “Working It Out.”

National Articulation and Transfer Network (San Francisco) – $525,200 to produce a three-tiered articulation and transfer system that transforms current policies and practices in higher education, fosters a seamless system of program and course transfer, and provides electronic access and support for students and professionals through NATN’s web-based system, College Steps.

COLORADO

American Indian College Fund (Denver) – $10,000 to produce and disseminate a report and recommendations from a funders’ briefing on Native American education issues.

National Scholarship Providers Association (Denver) – $60,000 to develop a comprehensive database of private scholarship providers to promote greater access to postsecondary education.

Regis University (Denver) – $3,800 to conduct planning for a 2007 College Goal Sunday event in Colorado.

Western Interstate Commission for Higher Education (Boulder) – $75,000 to expand the scope of the current grant on accelerated learning options by convening a national policy forum and developing a post-summit report with recommendations.

WASHINGTON, D.C.

American Association of Community Colleges – $100,000 to provide technical assistance to community colleges to help meet the education training needs of workers and businesses.

The Brookings Institution – $65,000 to disseminate the results of the Tax Policy Center study of federal higher education tax and spending programs and their effect on financial access to postsecondary education.

Commission on the Future of Higher Education – $250,000 to support the Secretary of Education’s Commission on the Future of Higher Education.

Institute for Higher Education Policy – $49,600 to develop capacity to collect and analyze information about the needs of students at minority-serving institutions.

Women in Government – $252,000 to support ongoing policy education work among state legislators surrounding higher education access and success.

FLORIDA

University of Florida (Gainesville) – $84,600 to serve as a partner in the Achieving the Dream initiative.

GEORGIA

University of Georgia Foundation (Athens) – $53,200 to analyze the benefits of the Western Undergraduate Exchange Program for students, institutions and states.

ILLINOIS

Civic Consulting Alliance (Chicago) – $10,000 to support the “Community Colleges: Promises and Possibilities for Chicago” symposium for Chicago’s leaders in education, philanthropy, business, government and non-governmental organizations.

INDIANA

Encouragement Services, Inc (Bloomington) – $313,500 to support the Indiana Pathways to College Network (IPCN).

Habitat for Humanity of Greater Indianapolis (Indianapolis) – $60,000 to help construct one home in Indianapolis and one in the Gulf Coast area.  

IARCAA Institute for Excellence, Inc. (Indianapolis) – $32,000 to capture a full school year of data as part of the three-year foster youth educational training program.

Indiana Dollars for Scholars (Carmel) – $198,400 to increase access to postsecondary education by expanding ScholarShop program sites in Marion, Lake, Knox, Vigo and Sullivan counties in Indiana.

Indiana Grantmakers Alliance (Indianapolis) – $70,000 to support professional-development activities for foundation executives, staff and board members.

Indiana Grantmakers Alliance (Indianapolis) – $9,700 to survey local nonprofit organizations to understand their capacity-building and technical assistance needs.

Indiana International Science Fair 2006 Foundation (Zionsville) – $10,000 to support outreach programs to local middle- and high-school students during an international science fair competition.

Indiana University Purdue University Indianapolis (Indianapolis) – $249,600 to provide enhanced retention and academic support services for IUPUI African-American male students through the Student African-American Brotherhood (SAAB) organization.

Indiana University Purdue University Indianapolis (Indianapolis) – $9,600 to provide preparation and travel expenses for Presidents’ fund representatives to present a paper at the 2006 National Symposium on Student Retention.

MASSACHUSETTS

Higher Education Information Center (Boston) – $420,900 to create a partnership between the Indiana Pathways to College Network and the National Pathways to College Network, maximizing their joint capacity to deliver online resources for college access and success.

New England Board of Higher Education (Boston) – $77,000 to support development of a strategic action plan by the New England Board of Higher Education to strengthen the organization's capacity to engage key constituents, assess regional education needs and improve higher education policy in the New England states.

MICHIGAN

Board of Directors of Michigan State University (East Lansing) – $900,000 to support the Association for the Study of Higher Education/Lumina Dissertation Fellowship Program managed by the Association for the Study of Higher Education.

MISSOURI

Youth Transition Funders Group (Kansas City) – $20,000 to inform and connect funders interested in assisting youth in the juvenile justice, foster youth and out-of-school youth communities.

NEW MEXICO

Albuquerque Technical Vocational Institute (Albuquerque) – $10,000 to support access and success programs at the Albuquerque Technical Vocational Institute.

National Institute for Native Leadership in Higher Education (Albuquerque) – $10,000 to fund the 2006 National Institute for Native Leadership in Higher Education Annual Institute.

Southwestern Indian Polytechnic Institute (Albuquerque) – $10,000 to support access and success programs at the Southwestern Indian Polytechnic Institute.

NEW YORK

Emerging Practitioners in Philanthropy (New York) – $15,000 to support the expansion of the affinity group Emerging Practitioners in Philanthropy (EPIP) to advance effective social justice philanthropy.  

New York State Financial Aid Administration Association (Syracuse) – $4,500 to conduct planning for a 2007 College Goal Sunday in New York.

Social Science Research Council (New York) – $10,000 to support a conference and publish a briefing on using research about student transitions to college to improve higher education policy and practice.

NORTH CAROLINA

North Carolina Community College System (Raleigh) – $4,500 to conduct planning for a 2007 College Goal Sunday in North Carolina.

OHIO

National College Access Network (Cleveland) – $86,700 to convene the McCabe grantees for professional development and capacity building.

University of Toledo Foundation (Toledo) – $197,000 to develop a regional conference structure to better deliver adviser training, improve student participation and increase evaluation efforts for the Student African American Brotherhood.

OKLAHOMA

Oklahoma State Regents for Higher Education (Oklahoma City) – $25,000 to continue support of the 2006 College Goal Sunday in Oklahoma.

OREGON

Oregon Student Assistance Commission (Eugene) – $3,900 to conduct College Goal Sunday planning in Oregon.

PENNSYLVANIA

OMG Center for Collaborative Learning (Philadelphia) – $496,900 to evaluate the second, three-year cycle of the McCabe Fund program (years 2005 through 2007) and build evaluation capacity.

OMG Center for Collaborative Learning (Philadelphia) – $386,800 to evaluate the implementation phase of the Partnerships for College Access and Success program.

SOUTH CAROLINA

South Carolina Commission on Higher Education (Columbia) – $4,500 to conduct planning to implement a College Goal Sunday in South Carolina.

SOUTH DAKOTA

South Dakota Association of Student Financial Aid Administrators (Sioux Falls) – $4,500 to conduct planning to implement a College Goal Sunday in South Dakota.

WASHINGTON

Northwest Education Loan Association (Seattle) – $4,300 to conduct planning for a 2007 College Goal Sunday event in Washington.
