    At Rio Salado College just outside Phoenix, tuition is $60 per credit hour for in-state students and $147 per credit hour for out-of-state students. The college has more than 42,000 students and only 31 full-time faculty members.     MDRC has launched a 
    higher education section on its Web site. MDRC's research in this area began in 2001 with the Opening Doors Demonstration, which tests the effects of enhanced student services, instructional reforms, and performance-based scholarships on student grades, retention and graduation.
