A new report from the College Board says a 16 percent (inflation-adjusted) decline in total state and local funding and a 13 percent increase in enrollment contributed to a decline of 26 percent in state and local appropriations per FTE student between 2007-08 and 2011-12. Meanwhile, key student aid findings show loans from a combination of federal and nonfederal sources constituted 36 percent of the funds used by undergraduates in 2015-16 to supplement student and family resources—less than in any other year over the past two decades.
