An analysis by Young Invincibles reveals that 47 states are spending less per student today than they did before the Great Recession. Meanwhile, tuition at four-year public universities has increased by 28 percent—two times the rate of inflation. The report gives more than 30 states an “F” in appropriations for higher education and nearly 20 states an “F” in tuition.
