Community colleges are critical American institutions for promoting social mobility because they serve large numbers of disadvantaged students. But in order to help students reach their potential, community colleges need adequate funding that recognizes the fact that disadvantaged students need more, not less, support than students from advantaged backgrounds. To address the challenge, this report calls on the federal government to form new partnerships with states to provide matching grants.
