Two-year colleges are meant to be America’s quintessential institutions for the aspiring middle class. But at America’s 1,000 community colleges, only 38 percent of entering students complete a degree or certificate within six years.
A report from The Century Foundation offers several recommendations for improvement, including increased state funding and the creation of a new federal/state partnership in which states must agree to do their part in order to qualify for new federal investments.
