As Congress moves toward a reauthorization of the Higher Education Act and determines which accountability metrics are most appropriate to ensure that students and taxpayers are getting a return on their investment in higher education, a new report contends it will have to decide whether certain outcomes should be measured at the institution level, by program, or both.
