Millions of Americans can change their economic trajectories by upgrading their education and skills in their 20s, 30s, and 40s. At a time when income gains have slowed or stalled for many workers, a national “Second Chance” program could help adults pursue certificates and associate degrees at public community colleges, enabling them to gain the skills and credentials needed for new occupations or advancement in their current careers.
