Courtney B. Francis, Ph.D., is the strategy officer for state policy for Lumina Foundation, an independent, private foundation in Indianapolis that is committed to making opportunities for learning beyond high school available to all. Working from Lumina’s office in Washington, D.C., office, she supports states’ efforts to increase education attainment and eliminate racial disparities.

Prior to joining Lumina, Francis was deputy director of higher education at The Hunt Institute. She has several years of experience in policy, government, nonprofit, and higher education settings, including roles in student and academic affairs at multiple state universities. She also served as a gubernatorial fellow in legislative affairs for the Florida Department of Children and Families, and as assistant director of the Office of Career and Technical Education Quality in the Florida Department of Education.

Francis holds a bachelor’s degree in psychology from the University of Arizona, a master’s in education from Arizona State University, and a doctorate in higher education from Florida State University.
