Community college promise programs have broad political appeal because they satisfy concerns related to both equity and cost: They target financial benefits at disadvantaged students and offer relatively low program costs. This report examines some of the unintended consequences that college promise programs may have on the economic mobility of high-achieving, middle-income students.
