Globalization and technological innovation have only intensified the demand for college-educated workers. This report suggests that additional investments in community colleges could significantly increase the supply of these workers and expand opportunities for mid-career skill development and training. Specifically, the study proposes the creation of a new federal grant program that awards $22 billion a year to community colleges based on institutional outcomes.
