This report from American Enterprise Institute calls on policymakers to consider changes to income-driven student loan repayment plans. Among the report’s suggestions: Condition loan forgiveness on the amount borrowed; base the percentage of income borrowers must pay on the amount borrowed; replace interest rates with a one-time loan surcharge, and cap the amount of interest that can accrue on a loan.
