Catching up is hard to do, and that’s especially true for students from at-risk demographic groups—including ethnic minorities, English language learners and those from low-income families—who begin their education “far off track“ academically, according to a report from ACT. The report shows the challenges of closing student performance gaps even when students are identified as early as fourth or eighth grade.
