A commitment to increasing access to a quality higher education for disadvantaged students will require more than small-scale, fragmented efforts, according to this report from New America. The study, which explores higher education programs funded by the federal government, says additional investments in evidence-based research and evaluation are needed to improve the outcomes of these programs.
