Approximately 40 percent of all 18- to 24-year-olds are not in school and do not have a college degree, placing them at risk of unemployment or underemployment at a critical time in their lives and at a time when employers are in desperate need of skilled workers. This report examines the role of Community Based Organizations (CBOs) to connect young adults to apprenticeship programs and improved career prospects.
