A report from the University of Pennsylvania has harsh criticism for California’s Master Plan for Higher Education. The report contends the plan is inadequate for meeting both the needs of students and employers, citing too many roadblocks concerning community college transfers, underfunding of career-technical training and poorly coordinated financing, tuition and aid policies at the University of California, Cal State and community colleges.
