Given the economic benefits of a college degree, post-high school education or training can be particularly beneficial for homeless and foster youth. However, homeless youth are less likely to enroll in college, and nearly three quarters of foster youth who begin college do not complete a degree or certificate within six years. This policy brief seeks to better understand the challenges that homeless and foster youth face in earning a postsecondary degree, particularly youth from racial/ethnic minority groups. In addition, the study recommends a policy framework for states to improve the postsecondary outcomes of homeless and foster youth.
