As policymakers mark the 50th anniversary of the Pell Grant program, this report (the first in a three-part series on Pell access) from the Institute for College Access & Success contends that they must make key investments so the program can fulfill its promise of making college truly affordable and accessible for all students, regardless of background.
This brief provides background on the community college sector, along with trends on the percentage of undergraduates receiving Pell Grants. It also reports trends in degree completion rates, with the goal of helping researchers and policymakers gain a common understanding of key metrics for monitoring and ultimately improving college access and completion rates among Pell Grant recipients.
