Competition for scarce state tax dollars was and continues to be fierce, according to the 2014 National Survey of Access and Finance Issues from The Education Policy Center at the University of Alabama. In the 2014 legislative sessions, the report says public higher education fell as a priority, with increases for higher-education appropriations leaving many states below pre-recession levels and below the projected 3-percent higher-education inflation index.
