Fewer than six in 10 students who start a college degree will ever finish, which means they won’t see a return on the money they’ve spent to attend. And if they took out a loan from the federal government, they might be left with unaffordable debt. There is a system in place to hold colleges and universities accountable for the services they provide, but that system is failing students and taxpayers, states this report. The study analyzes how the federal government can better measure college quality in order to police access to its student aid.
