Transferring between colleges is common, with more than one-third of all college graduates today transferring at least once prior to earning a degree. A new report from the Education Commission of the States examines transfer and articulation policies in the 50 states and how policymakers are responding to the rise in student mobility with policies that allow students to more easily move college credits from one institution to another.
