A study by the Public Policy Institute of California proposes that the state will fall 1.1 million short of graduates with bachelor's degrees in 15 years if current trends continue. To prevent a college graduate shortage, the report calls on California’s public colleges and universities to enroll more students, improve graduation rates, increase community college to university transfer rates, and provide financial aid to cover expenses that lead to student debt.
