A new report from the University of Pennsylvania’s Institute for Research on Higher Education believes postsecondary education is no longer affordable for many low- and middle-income students and their families. The report offers what it says are resolutions for improvement through new policy approaches that attempt to balance affordability while maintaining educational quality, program access, and student retention and completion.
