A new policy brief from the Education Commission of the States says efforts by state policy makers are not achieving their intended return on investment because they lack one or more of three essential elements: Statewide coordination, adequate funding, and evaluation. The report highlights Utah as an example of a state that has successfully enacted and implemented all three components.
