Postsecondary policy is a powerful lever for increasing underserved populations’ access to economic opportunity, suggests a report from Jobs for the Future. The study offers eight state policy recommendations that support postsecondary credential completion for opportunity youth, immigrants, and incarcerated or formerly incarcerated individuals who face barriers to earning the postsecondary credentials needed to join the middle class.
