Every state has made college and career readiness of high school graduates a major priority, but few are doing a good job monitoring how well the education system is actually delivering on that goal, says a policy brief from Achieve. The study suggests that states report on college readiness in the same way they are required to report on graduation rates: by tracking each incoming class of ninth graders and following them through graduation.
