The COVID-19 pandemic has changed the idea of what college looks like, as well as students’ decisions about when, where, and whether to enroll in college. Uncertainty about college enrollment plans will likely linger for the foreseeable future, but if there’s one thing we can expect, it’s more student movement between colleges. That makes this a critical moment to tackle a longstanding pain point in U.S .higher education: Fixing inefficient and inequitable transfer pathways to improve student outcomes. This report identifies myths about college transfer and what policymakers can do to address the challenges these myths create.
