As of 2020, forty-three states have established a college attainment goal, many of which aim to ensure that 60% of a state’s adult population has a high-quality credential by 2025. Recent research raises concerns about the capacity of states to meet these goals, particularly for students of color. In order to reach statewide attainment goals, states need to heighten their efforts to increase attainment for students of color and close racial equity gaps.
