A new report from The Century Foundation suggests that state and federal policymakers should design free college programs to both improve affordability for current students, as well as increase access to students who would not otherwise enroll in college. When financing these programs, the report says policymakers must also adequately finance institutions to have the capacity to serve new students who enroll, and in particular, to serve traditionally underrepresented students who may now enroll given new affordable options.
