Free four-year tuition at public universities comes with a hefty price tag for states, suggests this report from the Campaign for Free College Tuition. The study says the cost of forgoing tuition revenue from two- and four-year public institutions could be considerable for some states: $4.96 billion in California, $3.89 billion in Texas, $1.25 billion in Indiana, and $2.53 billion in Michigan.
