When COVID-19 sent shock waves through the U.S job market, it amplified what many call “the great American jobs reshuffle. While wrenching, this reshuffle has a potential upside for education, contends a new report. This upside is an opportunity to expand two promising and related approaches to education, training, and hiring: skills-based hiring and K–12 career pathways programs. These new approaches create workers skilled through alternative routes (STARs).
