However, college students with children face financial and time demands that often challenge their ability to enroll and persist in college. College promise programs can help. When designing these programs, the report says policymakers must re-examine eligibility requirements to take into account the unique circumstances experienced by student-parents and other independent learners. Alternatively, programs could create separate programs that target adult students specifically, the report states.
