Even before the pandemic, economic opportunity in New York City was split along sharp lines of college attainment. One of the many steps policymakers can take to help boost college completion rates is to implement policies that enable the nearly 700,000 working-age New Yorkers with some college credits but no degree to return to college and complete a credential.
